Where existing services fail to reach or fit this community.

Digital access & e-services — Critical. Elderly and low-income residents can’t get help using government apps or online platforms; no “last-mile” digital support exists in several municipalities.
Jobs & employability support — Serious. Training programmes exist but are generic — no personalised guidance for refugees, Roma communities, the long-term unemployed or older jobseekers.
Reaching a service at all — Serious. Offices sit far from remote neighbourhoods, and paperwork or contribution requirements shut out low-income households — even when a service technically exists.
Trust & cultural fit — Partial. Language barriers and distrust of institutions keep Roma and migrant families from using services that are otherwise available.
Being heard by local government — Partial. Feedback channels exist on paper, but residents’ input rarely shapes real budget or service decisions at neighbourhood level.
